Received an email on yesterday (the 8th) stating that UKPC no longer wish to contest the appeal. Thanks to all (especially Coupon-Mad & Fruitcake) for the assistance. It is GREATLY appreciated.0

Great news!
And a good example of a POPLA appeal to UKPC where the NTD had the wrong VRN, which is pretty common.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
