PPCs excess charges

the proverbial £100 or £60 charge with extra charges caused by debt collection .
we know that
1: charges are added by the debt collector
2: the figure exceeding £100 was / is not allowed by the govement
if the PPC gets a default on a figure of (example ) £160 has he broken any UK law in stating this figure
could this cause the PPC to be charged with a fraudulent act when its clearly written in their claim that the charge for breaking a parking "law" (?) was £100
we know that
