Capital One Credit Cards

We had an advert come up on our computer today saying that you can do a sort of pre-approval on a credit card that won't affect your credit rating if you apply. Went onto the website and got this wording:
Our QuickCheck tool can tell you with 100% certainty if you're approved for a Capital One credit card before you apply. We won't affect your credit rating
Apply with confidence
When I went into the info it said that I would be able to see that a search had been done on my credit rating but that no-one else would be able to.
Questions are - has anyone else experienced this and is it true that it won't affect the credit rating? Also how would I know that no-one else will be able to see it as I will be able to see that there has been a search?!
