D'oh! Typical that I've overlooked this for so long, I'll send a standard LBC to DCBL and I'll send another one to NPC stating that the driver was XYZ as stated on the certificate.

he may not have been driving and you dont know it was him (or her) - he or she could deny leaving the building and some gopher could have been the driver (in which case they can name the gopher)

but they were the KEEPER at the time , so name them anyway
