PCN Letter but no ticket

Hi

I have tried to search for similar issue but came up blank.

I have received a letter from 'UK Car Park Management' saying I have not paid the PCN that was issued on the 4/12/2016. The letter was a surprise as there was no windscreen charge notice and on the letter they have photo evidence of my car but no ticket on the windscreen in the photos. There are two photos one taken at 10:50 and the second taken at 10:51 but states the ticket was issued at 10:56. The charge was £65 but has now been increased to £100.

I was parked on a carpet stores driveway which myself and many other residents have been using to park our cars over night, Sundays and bank holidays (basically when they are closed). I have spoken to a staff member before and he said he didn't care as long as it didn't affect the business and that all cars are gone before opening I had a car accident on 7/10/2016 and didn't purchase a new car until 3/12/2016 so when I parked there at night I was unaware that they had started to enforce parking and had not noticed the sign due to it being night. I left it parked there on the Sunday and it was only later I realized that there was a CPM sign during day light but I had thought I got lucky due to having no ticket.

The address is Canterbury Carpets, 1 Canterbury Rd, Croydon CR0 3PY, UK which can be viewed on google street view. This was taken in June which had no CPM enforcement then and of course no one parks there during working hours.

Could someone advise me on what to do next?

    when or what date did enforcement start on this site?

    please confirm the prices £65 and £100?

    what date did you recieve paperwork thru the post?

    Listen to Pappa who knows his stuff, but forget about it being closed Sundays Bank holidays what ever.

    As soon as PPC's infest they are after money and these excuses are of no interest over their greed.
  • I'm not certain when the enforcement started since I stopped parking there as had no car at the time but would have been either mid to late October or November. It does not state £65 but I know that's what it is as a friend of mine has the same parking enforcement in his building but it states on the letter £100 and will go up to £149 in the first instance of further action. The letter is dated 5/01/2017 but I have been away so only just seen it.

    as a ticket was issued by ANPR method the company involved have to send , and you receive a NTK within 14 days

    incident date 4/12/2016

    date letter posted 5/01/2017

    this seems to exceed what was deemed necessary by the protection of freedom act 2012 to hold the keeper liable

    as such with that letter stating incident date and postal date they can only pursue the driver ,


    they are a IPC member , and instigated court 10 times last year over 39811 tickets

    your best bet , would be to have a friendly word , as a careing neighbour who hates vandelism and close to his house to speak to the manager and ask nicely for him to get it stopped

    neighbours can be helpful in 2 ways , and can often assist police if there are any incidents at his shop late on , or can simply look the other way
