Buy It Now or Best Offer! Please help

I've had an item on ebay the last few days.
Buy it now price or submit best offer. There was 7hours left untill it ended!
The description clearly states the item is not 100% working, and explained the problem which can easily be fixed! Hence the low buy it now price.
Anyway, someone offered a price, through the best offer button - I accepted.
Then shortly after, the winner sent another message asking me Not to accept the offer, as it's no good due it not working!
Because I had allready accepted his offer, and I know he wont pay now due to the above reason. How can I end this transaction?
Is he obliged to go through with the best offer sale! Or am I the one to oblige his 2nd message?

The sale has been completed and he cannot withdraw now without problems. The best thing to do would be to explain that by submitting an offer that was accepted the sale is complete and you therefore have fees to pay. To recover those fees you will need to start a claim via ebay, then on day 7 open a full NPB on the buyer...DO NOT go for a mutual. the buyer has offered to pay the fees, he stated its hardly bank breaking money! and requested for my paypal email address.

If you let him have your paypal email address there is no problem.
