Wonder if anyone can advise whether it's possible to watch DVDs on a laptop using a disc drive connected to a USB 2.0 or 3.0 port?

I have done this. I have a Matsui TV which can record any channel to an external disk drive. I have done this and then played the recordings back on my laptop.IITYYHTBMAD0

Yep, you just need to buy one! I have a Bluray player that can connect to my laptop as laptops tend not to have them.
You can use VLC to play DVDs or other free software0 -
One caveat is that film DVDs may be dual-layered. We bought a cheap USB DVD reader, but it turns out that it can't read layered discs.0
