Replacing wall ties post report

Hey guys.
I'm remortgaging and had to pay for a wall tie survey to be undertaken as a condition of the mortgage. I used an independent PCA surveyor and unfortunately they are corroded on two sides of the property; so two ground level walls need the ties replacing (the higher level is solid stone so doesn't require any work). The issue I'm having is that no one will now provide me a quote for the work without undertaking their own 'survey' - at an additional cost of c£250. Seems bizarre that I'm struggling to get a quote or estimation for the remedial work stated in the PCA surveyors report. I was advised to get three quotes but how am I supposed to decide on who to get to undertake the work if they won't even quote me without paying them all c£250?!
Anyone else been in this situation? Recommendations (if allowed?) for honest wall tie companies (in the north) would be appreciated!

Doesn't seem bizarre to me.
Suppose they quote you £500 on the basis of that report and then it turns out to be £5,000 ?
They have no comeback against the authors of the report since it wasn't done for them (and most likely contains wording making that clear or even forbidding giving it to someone else)0 -

I understand what you're saying but surely they could provide an estimate based on the certified report (that conforms to PCA code of practice) so at least I know the ball park figure? It clearly states the work to be carried out; replacement of all wall ties at ground level for the side and rear of the property.
It seems odd to me that I need to fork out c£750 in order to get three quotes for what I understand will be a straight forward job for someone in the know. I guess most people must just go with the company who do the initial inspection.0 -
I take your point so how about a compromise? Could you ask companies to quote on the basis of that report, with the added condition that you will then choose one to provide a guaranteed quote based on paying them to do their survey ?0

As the surveys are needed for a mortgage, might be worth going back to the seller and reaching a compromise deal on who covers part of the cost.
Or finding a new mortgage provider.
Would the original surveyor make cost estimates and builder recommendations?0
