Builder or roofer?

Looking for opinions on who to contact. We recently bought a house.upstairs at the front is room in roof. With extension built on at back. Our bedroom is at the front and the coldest room in the house. We have a large built in wardrobe with the loft access hatch in. However the window also has 2 damp patches under it. Can't see anything from the outside.
At the back is our bathroom( upstairs in extended part) there is an outside wall on one side. It gets very cold in there and ceiling gets the black spots on. Do u think it may need further insulating
Anyway. Who would I ask to check this over.
It's worth noting that home report said we had minimum insulation and could require more vents in roof( don't think insulation in walls
Any advice would be great. My husband and I are complete novices and want this sorted first before we move on with any other work.
