Balancing a heated townel rail.

Hi,
We do have a problem with the upstairs hearing especially in bedroom, at the moment rad in our bedroom is almost cold.
We did get a heated towel rail in bathroom, and it and the other bedroom rad seems fine heatwise, but I think I need to balance them to to let some of the heat pass on to our bedroom which I think is last in the chain.
I have an idea of how to balance the ordinary rads, but don't have an idea with heated towel rail. There is a horizontal knob at bottom of each side of rail, do I just try to turn it or what, having tried it doesn't seem to move, do I have to take off a top or what?
Just had another look and those horizontal knobs don't seem to move, but I have noticed a screw in pipework near floor that feeds the rail in each side, is that how the rail is balanced by turning it?
Don't want to do any damage and have a leak, any advice appreciated on how to balance the towel rail.

Could it be that you just need to let some air out of the bedroom radiator with one of those little brass keys? There should be a valve at the top of the radiator.0
