    They were suspended for three months I believe, not banned.

    Strong letter of complaint to the BPA (copy to the DVLA) that the PPC has started debt recovery action before the appeals process has been exhausted. Ask what sanctions will be applied to them.

    You don't need a POPLA code to complain to the BPA.

    Aren't you complaining about the lack of a decision on your initial appeal (which you know from research in the public domain will result in a rejection) and the issue of a POPLA code?
