Park Watch issued fine for parking in mother and child bay

Elderly mum has just rung me in tears, saying she has been sent a £100 fine through the post (reduces to £60 if paid within 14 days).
She took her 7 week old grandchild (my nephew) shopping with her to Arndale Centre in keighley and parked in a mother and child bay.
Paid for her parking ticket at the machine as normal and did her shopping.
Anyway, shes received a fine through the post, picture of her car parked in the bay. So she tells me she rung the number on the letter to tell them that she paid for her stay and the woman that answered told her that you need a permit to park in the mother and baby bays.
She asked them how would she know that she would need a permit to park in a mother and child space and the woman said there would be a sign on the wall somewhere stating this.
I've asked her to hold off paying, but she is very upset and started asking about bailiffs coming to her house. So I told her I would post on here for advice.
Do I just follow the guide set out in the newbie thread? I live quite a distance from her so can't just pop over to have a look at the carpark signage and she is reluctant to go back up there to look.

Yes follow the newbies faq for advice on what to do.
Tell her not to ring them any more
She should separately complain to the retailer(s) involved to get this cancelled for her
Bailiffs won't come unless she gets a CCJ and ignores it! (Months away from now)0 -

Why not go to the stated management office and ask them to get it cancelled:
Disabled and Parent and Guardian parking is located on Levels One and Five with Parent and Guardian parking managed by Filbert kids’ club membership. Parking permits are available from Centre Management and are subject to terms and conditions.0 -
It is not a fine.
Your mother does not need to pay the invoice she has received.
If she is not up to it, you can appeal in her name to beat this as well as complaining as advised above. The Sticky thread for NEWBIES explains how to appeal.

FisherJim, just spoke to the manager of the centre about the parking fine. He says as long as my mum goes back there with her grandchild and proves she has one he will cancel the fine. Good news, but ridiculous that the same camera doesn't just watch which cars DONT haul a baby out of the back and then issue the fine instead of fining everyone.

All private parking charges (not 'fines') are complete balderdash and the entire industry has no place anywhere, I have decided.
Absolutely fed up with their recent feeding frenzy/suing people. It is high time their little game was permanently curtailed, like clamping was.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
