CC Company Liability for refund for pre-order item (Lily Drone) paid on CC in 2015

Hi Everyone,

I pre-ordered a Lily Cam drone in May 2015 for 500USD (around 300GBP at the time).

Since that point the product has been delayed again and again but due to how the marketing and development updates went I stuck with it and didn't ask for a refund as did many thousands of others.

Yesterday the company sent an email saying they were "winding down" and refunds would be issued in due course.

I can't post a link but if you Google Lily Camera Drone you'll get the gist.

I wondered given the time gone by what (if any) Liability the CC company (Amex) would have to ensure I actually get a refund?
