paying with paypal

i want to pay a seller in the usa for a item i won on ebay and i wish to pay by paypal,it was not on the auction as a method of payment,but seller has said the following below:
Paypal is only acceptable if you are not using a credit card with Paypal I am not set up for credit card payments with Paypal.
If i use my debit card will this be ok,what does he mean not set up with paypal for credit card payments i suppose with having money in my paypal would be the way,but using a debit card is this the same as if i used a credit card,if it is then can i load money into my paypal and pay him that way,please advise.

It sounds like hes got a personal account with paypal
Most ebay (or UK) accounts are business or premier accounts which support credit card payments from the person paying into ur account. Personal accounts do not.
If he has a personal account.
If you are trying to pay straight to his paypal account using your credit card, this would not be possible. But if you are simply funding your own paypal account with your credit card this would be ok (no-matter what sort of account he has).
The main reason people have personal accounts is because paypal do not charge commission on these. But when credit cards get involved with-in transactions there is a % for the card company (about 2.5% i think).

Unfortunately even a debit card transaction might not be acceptable by your seller as many types of cards cannot be differentiated between debit and credit types.
