Hello,
This might sound ridiculous but I've received a ticket for unloading on double yellow in private car park in gated complex, the ticket man did not wait for 1 second he took the picture and walked a way like a proper gang, received NTK ignored it I was too busy dealing with this non sense.
Now received Notice of Liability it seems to be out of date not sure what to do now. See below imgs.
After reading section 4 noticed
"Inform the keeper of any discount offered for prompt payment and the
arrangements for resolution of disputes or complaints available to the keeper"
I cannot see any discount mention do you guys thing this it? Any template for this NOL you've seening working with PCS.

Seen this about Parking Ticketing Ltd? Defendable if they try a small claim.
http://parking-prankster.blogspot.co.uk/2017/01/managment-companies-should-beware-of.html
You also need to read this:
http://parking-prankster.blogspot.co.uk/2016/11/residential-parking.html
Especially, read the entire court transcript of Jopson v Homeguard - JUST like your case!
The NTK was issued for £120 which is 20% over the £100 ceiling imposed by the BPA. So to fightback, do not send the liability notice but send by email to the BPA, a copy of the NTK and ask whether PCS has 'justified in advance' the sum of £120 on their Notice to Keeper letters:
aos@britishparking.co.uk
copy in the DVLA's David Dunford:
david.dunford@dvla.gsi.gov.uk
If not, you wish to know that Parking Ticketing Ltd hare being sanctioned for the actions of PCS, or that PCS (aka Debt Recovery Plus) are being sanctioned by the BPA.
Do not imply who was driving so nothing about the windscreen PCN or the day itself, and identify your self as the registered keeper of the car (NOT saying driver).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you very much for the quick response. Should I start replying to the letters now eventhough the deadline set out by all the letters has passed or should I wait for another letter before I start contacting the BPA etc.
Also I have read in schedule 4 of PoFA that the creditor i.e. the company should provide a discounted penalty to the keeper, which they didn't in the NTK and notice of liability. Can I use that against them?
Many Thanks0 -
You should email the BPA and DVLA now, with a scan of the NTK only, complaining about the £120 being above the sum allowed on a NTK.
It doesn't have to offer a discount on a NTK if a discount was previously offered in a PCN on the windscreen. So don't bother with that - the £120 is a solid point to complain about.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

What do you think I should do? Shall I call the number mentioned in paragraph 4 and say I live here and you shouldn't charge me for waiting outside my home?0 -

Looks like we have a good sign, received following response shall I go ahead and email them requested information?
Thank you for your email.
We advise in the BPA AOS Code of Practice Section 19.5 that we would not expect the full amount of the charge (when issued) to exceed £100 and that a minimum 40% reduction be offered for payment made within 14 days.0 -
Didn't you send them a copy of the NTK?0
-
also ask them why the PPC did not allow the grace periods , clause #13 of the BPA CoP ?
post #4 told you to attach a scan of the NTK to the email (I assume you failed to do this ?)0 -
Yes I did but I hid dates numbers etc. I shouldn't have done this.0
-
which is correct if you are showing the 7 billion people on the net (like us) , but the BPA needed an unredacted scan sent to their private email address , which they wont share with the 7 billion of us due to the DPA0
