Hello,
My name is CaZ and I live in the Worksop area where we have a very large car park known as The Priory Shopping centre car park. This car park is situated at the end of a one way street and therefore forces the public to drive onto and through the carpark should you wish to access this part of town. I have read all kinds of things about the Management company for this car park and none have really been faltering.
So here is my story and what led me to this post...
I was driving into town one day and needed to collect something from Argos, if you know the town you will know that this is right on the end of the one way system. I had collected my items (whilst the partner stayed in the car and used the loading bays out side the store to wait for me) and continued on my day driving through the car park and out straight away. It was a particularly busy day in town but I was able to get in and out of the car park without much fuss.
After returning home my friend came over and asked if I had been to collect my stuff because she had some to collect also, so we returned to Argos to collect some more items. Parked in the same manner, and went home again being forced to use the car park as a through road due to the one way system.
A week had past when I got my letter from Parking Eye stating that I was in the car park for an hour or something. My only guess is that the camera system had miss read my registration at 2 points of this day once on exit and again once on entry making it seem like I was in the car park for over an hour. Now this is frustrating to have to deal with PE over this ridiculous claim but that is not my main concern. The images of which they said I was parked in their car park are just picture of me entering and leaving, it shows nothing of a "parked" vehicle. furthermore the picture shows what I believe to be a vehicle on a public road.
My main question is how do I find out if this is a public road (supplied pictures) and are all their issued tickets legal given to this fact.
I would love your help and assistance in this. I agree there needs to be parking measures in place but issuing tickets to vehicles not parked is a violation. Get a Man on the ground so he can use some common sense and even gather proper evidence of a vehicle PARKED.

you phone the council and ask if its a public road (or not)
otherwise you pay the land registry about £3 to find out0 -
What happened when you complained to Argos and/or the landowner.
Appeal as per the NEWBIES thread using the BPA template in blue. If you have proof that your vehicle was elsewhere then add that to the template but without revealing who was driving.I married my cousin. It is called "double dipping", it happens all the time, and PE know it. Read some of these

Thank you for all of your replies, I will look into this "double Dipping" now. I had contacted the council but they where not much help and told me to call the county council who then told me it was my local council who I needed ARGH!!
I will try and continue to find the answer I am looking for in regards to the Public road aspect of my post.

Don't miss the appeal deadline. If you can't find all the information you need in time, send the appeal template exactly as it is, then gather your evidence for a PoPLA appeal. You have missed the appeal window, for goodness sake contact them if you have been sitting on this since November. You should have appealed within 28 days of the first PCN and by now you would have a POPLA code or would have got it cancelled.
