Hi All,
Would appreciate some advice. My car was parked incorrectly for a short while in a disabled bay last year in Glasgow. The car park has thosands of spaces and it is a free car park. There were many other disabled bays in the vicinity which were available.
A ticket was issued but as the keeper I decided not to pay. There was no clear signage near the parking spot stating fines would be issued (there was signage in the car park, but not near the spot where the car was parked) - the driver certainly wouldnt have parked there if they knew the consequences, and hence did not knowingly enter into a contract.
UKPC have now sent a letter to the keeper's old (parents) address in the UK, and I suspect the letters will continue with the bill increasing until a court summons is issued. The keeper now lives in Scotland.
What would your advice be? Is the advice still - dont do anything because you live in Scotland? What if I got called to court in the UK?
NB complaints have been made to the site owner, but they are not interested in helping. I also made a complaint to the DVLA I disapprove of their policy to release information to third parties.

Usual advice for Scotland, do not contact the PPC, do not identify the driver, ignore anything that comes through from debt collectors, do not ignore any court papers. Highly unlikely in Scotland, although I note today that there's something afoot with UKPC at the court in Dundee.

UKPC think the OP is a resident on England , will the fact that the ticket was issued on scotish soil , but to an englishman stop them dead ?Save a Rachael

As I understand it, there are two factors to consider ...
1) Location of the event
2) Location of the "accused"
If either is in Scotland then POFA does not apply, thus the keeper is not liable.
@OP ... moving several times is no excuse for not keeping your V5 and license details up to date. The V5 is less critical (legally, as you were still contactable at that address); the license not being updated is an offence and could lead to (I think) a £1000 fine.0 -

Just needs some tweaks - the wording there can be changed to say 'my old address' rather than 'temporary address' and then you can email that to Shirley & co at UKPC:
