    OP - Give the plasterer the opportunity to fix the issue. Any competent plasterer will know that skimming over artex is should not be skimmed over and the proper job is to remove it back to the joists, put up fresh boards and plaster to a smooth finish that should last for many many years.

    He may be unwilling to fix as it will mean him doing the job properly which would leave him out of pocket. You could come to an agreement to negotiate the extra cost, especially as he has only been paid to skim over it. If he had been paid to do the removal and new plaster work then it would be easier to expect him to foot the entire cost of fixing the issue.

    anyway speak to him and I would have the mindset of coming to a fair agreement to avoid lengthy stress and the time needed to sue somebody.
