    Yes, but some people seem to think a completely blank gantry acts as speed limit change. No signage at all means a speed limit change does it? No wonder people are "confused".

    So no signage at all then you can carry on using the hard shoulder? No wonder people are "confused".

    Indeed. It would be quite simple if the controllers operating smart motorways always ensured that after any gantry displaying a speed limit and/or an indication that the hard shoulder is open, the next one is never blank - either a repeat/change of the speed limit or a NSL sign, and X on the hard shoulder if no longer open.

    But some people prefer to assume it's always stupid motorists rather than stupid signage.
