Looking again it says they are working for ZZPS not CEL is that significant?

Yes, as already advised in post #14 above. The BMPA link there, showed you that this is just a ZZPS letter.

Having spoken to Civil Enforcement regarding this notice, they have also advised that you have 4 further parking charge notices all issued for not displaying a valid parking ticket.

DPA claim for data misuse, anyone?! Beemer 2010 that means you sue them for a 3 figure sum...the parking firm can't lawfully disclose and tell the Hospital stuff like this, not least because it could be more than one driver - and CEL can't hold a keeper liable in law.
