No water upstairs if hot water is on downstairs..why?

Hi, I've just bought a house and got the keys a few days ago, apologies if i don't know any answers to any questions. I also have never owned a house before or had any dealings with plumbing issue.
Here's the problem:
If the hot water tap is running downstairs (Kitchen) no water comes out of the hot water tap in the bathroom. The cold water still works.
The bath and sink hot water works at the same time (but at a lower pressure) if both on.
What is causing this??
The property is an old council house, 1970s. Fairly old combo boiler, worcester 28dci (something like that) which is in the kitchen. I'd say the water pressure isn't particularly strong (its not splashing everything when on full). Side note: The toilet stops refilling after flushing if the cold water tap is running in the sink but continues to refill once the tap is off, however it does not do this if the bath tap is running. There is one bathroom/ toilet in the property.

Sounds like your water pressure is very low. You may have a pressure limiter in the house that is set too low (or malfunctioning), or perhaps your mains pressure is low.For every complex problem there is an answer that is clear, simple and wrong.0

Is the stop tap(s) fully open?
Sounds like there is not enough water pressure and flow for the water to push its way upstairs with an open tap downstairs...0 -
Agree with other posts, low mains pressure.
Or, possibly the main stop-tap isn't fully open.
If you check it, take care (it could be almost seized) or may have not been fully opened for a reason.0 -
