Connect Laptop to iphone WIFI connection

Hi
Each week i take my daughter to gym class, but its in an area where there is no phone signal. Have tried, three/vodaphone and giff gaff but no signal at all.
Anyway under old management they would put the password into your phone so you could use their WIFI, but now they will not.
I tend to try and work whilst waiting for her, so my Windows 10 laptop with an internet connection would be great. I know a dongle wont work, so wish to connect to my iphone 5s utilizing this wifi connection is this possible?
