Meters in dangerous positions?

I am writing this in anticipation of what may happen when we are forced to have smart meters installed. I moved into a chalet bungalow last year which has electricity and gas meters in very odd places.

The (very old) gas meter is in a cupboard in the bathroom next to the stopcock, adjacant to the sink. The (digital) electricity meter is in the eaves, on the back on an internal wall along with the consumer unit. To access you need to crawl in the dark approx 15 feet. Meter readers have refused to read it!

Ideally the meters would be outside on an external wall. I know I'll need to pay for reconnection of services internally and the move of the consumer unit but does anyone know if these positions would be in violation of regulations for the positioning of new meters? I obviously would like to avoid paying thousands to have the meters moved.
