ANother Fine in Coopers Terrace Doncaster Today my daughter and I ( 2 cars ) both received tickets at Coopers Terrace. The car park had a pay and display machine but this was just a stump covered in yellow and black stripy sticky paper. It said private land permit holders or pay at machine, but the machine was not there, so I could not pay.
The company is Carparking and Select services Ltd of Mansfield Road. They do not have a website, you cannot pay by debit card only by cheque The fine is £70 or £120 after 7 days. The contravention code is a 2 and then a 3 in another box. I cannot look up this code. It also says Day Zone Green ?
Is this company sub contracted to the council?
The envelope enclosed the parking charge notice said 'Penalty Charge Notice Enclosed'. I dont know if this makes a difference
Any advice please is helpful

They are IPC members so you need to send the IPC template in black you will find in the NEWBIES thread as near to the appeal deadline as possible. This may be 21 or 28 days so send about three days before by post, sent first class from a Post Office and be sure to obtain a free proof of posting.I married my cousin. Thankyou for all your help. What is my stance that the parking machine was nonexistant, is it trepass. I am a little scared, and the acronyms are quite hard to understand on the Newbies page. I feel that perhaps I should have not parked because it did say private land.0

Of course they need the name and address of the appellant. That is basic info, the NEWBIES thread tells you that, although it is norty to insist on a stamped addressed envelope (might be in breach of the IPC CoP - Google it and READ IT).
You can do this - it isn't difficult to read some info, nothing is 'hard to understand'. Tell us what you find in the IPC Code of Practice.Carparking And Select Services Ltd

They have only just 3 weeks ago, joined the IPC.
They will not have had full location audits yet so get some urgent photos of the signs and the lack of P&D machine. In fact yours might be an unusual one to actually - maybe - take to IAS stage if you can get proof of no machine to enable the contract offered.
IMHO, a brand new AOS member with (presumably) no site signage audits yet and no P&D machine, would be likely to not contest an IAS appeal which included evidence of the 'stumps covered in yellow and black stripy sticky paper.' Get that evidence on photos with the date embedded into the image.
