Photocard license renewal - requires proof of id?

My current UK driving license photo card has expired after 10 years (I have not been driving since it expired) but now I'd like to renew it. I popped to the post office to try to do so but unfortunately went to one that did not offer the service, so they just gave me the forms to send off.

I don't hold a UK passport. It is entirely unclear to me if I am required to send off my non UK passport as proof of ID as per section 5 of the form just to renew my photo license. It seems unnecessary and I'd really like to avoid this as I have an upcoming trip overseas planned. But the forms don't indicate whether this section is applicable only for new license applications, or if it also applies to renewals.

Can anyone help?
