Circuit board timer for storage heater - help!

So I need some help in my flat I've got a storage heater with two switches. When I flick both of the switches up on the circuit board they both seem to come on during peak time despite having an energy 7 setup. I can't work out which switch on the wall is offpeak. When I look at the circuit board there's a timer switch set to the right time but seemingly not going off and on at the right time.

I have no idea how they work though: https://drive.google.com/open?id=0B_utf2lKoF2-c1hibmRJTTQ1dEk

Help!

Actually having sat looking at the picture I realise it's a pin thing where I need to sort the pins so it knows when to come on!

Blue switch to 0 = off, blue switch to 1 = on, blue switch to clock = timed.
Move the individual little segments on the blue wheel inwards for the heaters to come on according to the timer. You obviously need to check when your off peak times are, it is worth staying up one night to check. Also repeat the exercise in March after the clocks have changed to see if it moves with BST or stays set to GMT. Also ensure the little arrow above the 0- T - 1 switch is pointing at the correct time.

Ah didn't realise the blue thing went into three positions. All seems to have worked over night.
