No parking "outside entrance" vs full frontage

In Dec, I parked my car in a residents bay near my house (in Kensington & Chelsea).
There was a council sign posted indicating the bay was suspended from the "outside entrance of [number] 40 to end of bay"
Number 40 is a block of flats, so I took the "outside entrance" at face value and parked just south of the door of number 40 - so that the front of my car was clearly (albeit only just) away from the door of number 40.
I was issued a PCN by the council for being "parked wholly or partly in a suspended bay or space", and contested it on the basis that I was not actually parked in front of the outside entrance to number 40 - but just south of it.
The council has now come back to me saying (amongst other less relevant points) that "when a bay is suspend in relation to a house number, the full frontage of that house number is suspended."
I would be willing to accept that if they had simply sign posted that the bay suspended from "number 40 to end of bay" but they very explicitly wrote that the suspension was from the outside entrance...
Has anyone come across this before and taken it to an adjudicator as it does not seem right to me?

You would be better posting this on pepipoo.com as they are the council parking experts. We tend to deal only with private parking issues here on MSE.
