TNC Parking Services / CPS Midlands

I'm seeking some advice regarding a letter from TNC Parking Services, who appear to be a debt collection agency working on behalf of CPS Midland. The letter, which arrived just before Christmas, asks for £179.00 with an accompanying "Your options are now to IMMEDIATELY advise us that you are not the correct person or to PAY THE PARKING NOTICE".
My son found a PCN attached to his car at a venue where he was a customer - he took the PCN to the receptionist who retained it and assured him that the PCN would be cancelled - this was March last year. This letter is the first correspondence he's received from either CPS Midlands or TNC - no NTK etc. prior to this. The letter is also inaccurate as the location of the "offence" is incorrect.
He's written to CPS Midland providing evidence that he was a customer at the venue at the time in question, but I suspect that since they've passed it across to the collection agency they won't be interested. He's also written to TNC stating that he wasn't parked at the location stated in their letter - he's given them no other information.
Can you please advise how (or if) he should proceed/respond, and whether he should be dealing with TNC or CPS Midlands?

Debt collector letters should be ignored - please read NEWBIES FAQ sticky, post #4.
Your son should get back to the venue which promised cancellation and rattle some cages there. Did he get anything in writing from the venue confirming the action they would be taking? If so, copy that back to them as proof.
Even now, if the venue requires the PPC to cancel, the fact that it is with debt collectors should not override the cancellation.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Hi, can you please advise if my son is OK to continue waiting a response from CPS Midlands on this one?
Quick recap..- PCN issued in March 2016, which was left at the venue with their undertaking to cancel with CPS Midlands
- No further communication from CPS Midland
- Letter from Debt Collection agency in Dec 2016
- Letter to CPS Midland with evidence of attendance at venue (Dec 2016)
- Letter to Debt Collectors informing them that he wasn't parked at location stated in their letter (it's factually incorrect), and this is the first correspondence he's had on the matter (Dec 2016)
He's received additional evidence from the venue stating that they did take the PCN with the intention of getting it cancelled, but they refuse to "cancel" the PCN directly with CPS Midlands.
Shouldn't CPS Midland have sent him something following the initial PCN, with an appeals process /reference; shouldn't they have also notified him that this 'debt' was being passed onto a 3rd party?

Yes, a Notice to Keeper should have followed any windscreen PCN. I would contact the DVLA and ask who got the keeper's data and when because if (as I half suspect) it was only a few weeks ago, they clearly can NEVER have served a NTK back in April when they had to issue one as part of the process:Shouldn't CPS Midland have sent him something following the initial PCN, with an appeals process /reference.

The keeper should do that, and can certainly ignore debt collector letters. The reply may assist with a complaint to the DVLA if the firm got the data merely to proceed with debt collector letters. That is not 'reasonable cause' to request data months too late, if they did.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
