PCNs and Data Protection Breach?

I've just read this poster's thread concerning PCNs received outside their own property:

It brought back memories of dealings with UKPC and my own parking spot (I was going to add it to this thread but it's been locked):

Prankster mentioned someone who went after a PPC for a Data Protection breach and "hit" them for £250:

Does this mean I can ask for 4*£250 (for the PCNs) and 2*£250 (for the threatograms from DRP and Zenith Collections) and the OP could/should do similar?

you have 6 yrs , send a letter before action clearly stating the amount you want and the reason , state that if this is not paid within "xx" days you will proceed to the county court.
If they fail to pay you start court action ,
don,t bluff what you have no intention of doing
