Help window 7 not responding

Suddenly window 7 dell computer is not responding. When I click ion internet explorer it went in circles and nothing happened. I cannot go in safe mode.mPl can anybody help. Thanks

Does it boot?
What errors are displayed as it boots
Are you able to boot from CD (if bios is set to go to CD first).
Can you get into Bios, can you see hard disk?

Are you files backed up recently?
If so, I think tapping f8 as you start up may take you to a place which would repair / reset the computer (most Dell computers have a recovery disc as part of the main hard drive).
BUT this will likely get rid of everything you have put on the computer since new, so it really is a very last resort.0
