Consumer contracts regulations

I applied online to renew my passport thinking it was due to expire in Feb 2017. I filled in the online form and paid my £75.50 fee by credit card.
When I went to post everything the next day I realised that I had already renewed my passport last year and it now was not due to expire until Feb 2027
I rang the Passport office who insist that the fee is not refundable under any circumstances. Surely this is not right, the consumer contracts regulations must come into force here?
Does anyone know if I can actually get my £75.50 back?

You should complain in writing asking that they refund your money because your passport does not actually require renewing.
You don't need to quote any "Consumer Contracts Regulations"0
