Minster Baywatch

Hi guys,
I've looked through previous threads but can't find anything that fits my specific situation. Any help with Minster Baywatch would be greatly appreciated.
I'm a hospital doctor working at a hospital unit in England. I have a parking permit supplied by my NHS trust. I received a parking fine from Minster Baywatch after my permit had slipped slightly down my windscreen. The permit appears to be just visible to me in the photo they sent of my car, although I can't be certain because the photo is grainy. I sent an email to them saying that the permit was visible and asked them to stop sending me correspondence.. unfortunately I hadn't read the MSE threads at that point and so didn't send any template letters. They've now sent me a letter advising that they've reviewed the evidence and that they cannot cancel the charge, as they're claiming that my permit wasn't visible. I've been advised to write to POPLA if I wish to appeal.
They've said i need to pay 25 pounds if i pay within 14 days- i really want to avoid paying them on principle as they seem like crooks, but I don't want to end up with court summons or lengthy legal correspondence or an affected credit rating or anything for the sake of 25 quid.
Should I ignore their letters, go through POPLA or just pay up? And if I go through POPLA should I mention the fact that I have a permit etc?
Any help would be very much appreciated. I hope I haven't screwed this up already by sending my first email before reading the MSE threads.

read the NEWBIES STICKY THREAD by coupon-mad (ignore the supposedly official advice from MSE), if you have a recent POPLA CODE from MB , then draft a popla appeal (always appeal to popla using legal arguments)0
