Unfortunately it doesn't say that as a self employed person you are not allowed to charge double time for this day.....
I just wish the was a bit of regulation in term of pricing for these matters0 -

All of them, if I want her to work I have to pay her double time, if not she is paid anyway at her normal rate and gets a day off0 -
As I think we have determined the list she (erroneously) used, to answer your OP, yes I think you would be correct to challenge this.

It looks like she is using a local list of public holidays - perhaps Edinburgh's, with the addition of St Andrew's day. This says that schools will be shut on those days, but if you are in a different area your school might not be.
