    House blacklisting isn't a thing.

Not from a credit perspective, however utilities certainly can put a marker on there systems that would prevent them supplying to a particular address. Virgin Media used to (and probably still do) mark properties as green (service can be installed), amber (survey required to establish if service can be installed) or red (service cannot be installed).

If you attempt to use your credit card and it's declined, your card issuer will have a record of the attempted transaction and should be able to look into why it was declined.

I recently moved house and tried to make a purchase through Paypal. It wouldn't work cos I hadn't changed the address on a card. Some make it really hard.
I've lost faith with techy stuff.
