Dim lighting

The light in the main bathroom is faulty. When it only comes on really dim. Might be a silly question but could this be a simple bile issue or do you think it's more likely I have a wiring problem?

some older compact florescent are really bad for that, we have some Tesco ones that take an age to get bright.0
