Housing estate - Parking charge notice

Apologies if I am breaking any forum rules as this is my first post.
I am in need for an advise regarding a "parking charge notice" I received on the 1st day of 2017 (Happy new year to me!!). I am under a assumption that it is unfair and I should complain against it - please do shed some light.
We were visting one of our friends whose building is in the housing estate (Rainhill Way, E3) the parking is maintained by UK Parking Control Ltd. Earlier whenever we visited them we used to get a parking permit from the concierge of the building however there was no concierge on the desk for that day (assuming 1st day of the year) so we just parked in the bay and went to our friends flat. I have read the notice on the street several times and it mentions that "No Unauthorise parking. Parking rules apply at all times." underneath this heading it mentions about the fine and in the center it say "No Roadway Parking". My car was parked in a bay and the bay was not allocated to anyone. Am I right in assuming that because my car was parked within the bay and as there was no concierge to provide us with parking permit I am in the right to appeal?

almost all of these peivate parking charges are unfair , millions of them every year
they are invoices , nothing more , so read the NEWBIES sticky thread and use the blue text template around day 26 (26th jan) to appeal it as KEEPER
do not give away the drivers details , make no contact with them and just appeal with the template around day 25 or day 26 (before day 28 , the 28th)
the NEWBIES sticky thread tells you all you need to know about this topic , but its a complicated topic , so takes some time to understand
get pictures of the signage asap too0 -
I would suggest revisiting the site ASAP and speaking with the concierge or head concierge , and explain that you TRIED to get a permit , but there was no staff on duty , ask them to get it cancelled due to the fact you could not get the service they promised , ie : the ability to provide permitsSave a Rachael

You are always in the right to appeal any private parking charge.
Use the template in the NEWBIES thread, the blue writing one; submit it online on day 26. As explained in that FAQS thread, top of the forum.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

As previous re-visit if possible and speak to the concierge, and tell them that they must cancel the parking charge.
If they refuse and/or trot out the nothing to with us line, remind them that they are legally responsible for the actions of their agents, and inform them that you will be charging them for your wasted time/expenses as a result of the actions of their agents.
You can also ask your relatives to examine their lease with regards to parking, also if you know anyone else who lives there they should do the same. If there is no requirement to display a permit the lease/rental/AST take primacy over any parking company and whatever signs they may put up.
If people have been ticketed in their own space, and their lease/rental/AST allows them to park there, then they may have a legitimate complaint and a valid reason to seek recompense from the management company as well as a possible complaint for a breach of the data protection act. The management company would be jointly liable for this, over on pepipoo, i understand Lynzer has posted a few good replys to send to the parking company.
If people also lodged claims against the management company, then they will soon discover that its everything t do with them, and PPCs are anything but a hassle free way to manage their parking spaces.From the Plain Language Commission:
