ANPR PCS - Multiple Fines

I have been parking in the same location for over a year and recently have received multiple parking penalties in the post. From 30/11/16 i have received 5 notices within 7 days and have obviously stopped parking there now. Ive read the newbies thread and have looked at the various options for appeal etc. I need some help, however on whether these companies are allowed to issue a number of fines without me even seeing/registering the first fine? There was no new notice issued on the land that stated the parking area would now be charged. There is a sign, however this is small and not noticeable. Are there grounds for appeal on the multiple fines? thanks!

    they are not "fines"

    they are not "penalties" either

    they are speculative invoices from a private company

    a person (or a company) can send you as many demands for payment (INVOICES , ie:- SPECULATIVE INVOICES) as many times as they like , its an unregulated industry

    but you only have to pay if a judge says so (small claims court = MCOL)

    who is the PPC and what area of the UK is it in ? (there are different laws for scotland and N.I.)

    so these are all speculative INVOICES from this year ? ( ie:- after oct 2012) ???
  • the PPC is ANPR but they are using PCS.

    Parking was in Berkshire

    Yes they were all from November/December 2016

    PCS is doing the back office work if you are correct (which is DRPL)

    BPA member so follow the BPA details and advice in the NEWBIES sticky thread

    also get pictures of the signs and try to find out the landholder details too

    looks like they have failed the BPA CoP on signage and not allowing a "bedding in" period when taking over a new contract
