There is always a winner of the various swagstakes as they are prize draws but the chances of being the winner for this one are quite slim even with 11 prizes on offer.
3.5 years ago swagbucks had 10,000,000 members, it's probably quite a bit more than that now and just about everyone who played the "spin and win" either last time or this has earned entries into this swagstakes.

On the homepage, they sometimes pop-up - it's a green box under answer surveys and earn, usually 1st or 2nd from the left. HTH
