DIY help - sunken patio and blown/crumbling bricks in terracing

Hi,
Looking for some advice on if I can improve the terrace/patio on the house I've just bought. The surveyor said it would need to be totally rebuilt but i'm wondering if i can save it.
1 - some of the bricks are blown/crumbling on the terracing that forms the patio (wall is still straight and unbowed), would i just be able to chisel them out and replace/mortar? If not is it possible to apply a render over it to shore it up?
2 - The sub-base used on the patio is really poor (see pics) and made up of bricks and old slabs. as it's been settling for years would it be possible to just but some type 1 material on top and compact? or would i have to dig out to a certain depth and replace with type 1 material?
