Newlec Economy 7 Water Heating - Times boost/winter?

Quick and slightly silly question,
The engineer/electrecian did the boiler service while I was away so I have no idea what settings/changes he made. I turned everything off because I panicked because I was scared to death of getting a scary energy bill. I put everything back on the next day (and as far as I can tell these were the original settings since I didn't press any buttons/change any settings) so here's as much information as I can give, immersion heater is on, heater settings say "manual/timed boost/winter".
What do all of these mean? (My last flat pretty much just had an unstant shower and typically no hot water in the taps so this is all slightly foreign)
Any and all help will be greatly appreciated.

By boiler, do you mean a gas or oil fired boiler? If so, why are you heating your DHW via electricity?No free lunch, and no free laptop0

Effectively you have an immersion heater on a time-clock.
When the main boiler is working it doesn't need to, like wintertime.
However you would probably want to set the 'ON' time for summer usage to the early hours of the morning for Economy 7 rate of water heating (6:00 - 7:00 AM) for instance.
REALLY you should look at your energy supplier and find the best deal you can for your particular energy usage from a suitable website.
Night 6.5750 Day 11.8210 p / kWh
Night 8.6886 Day 14.7329 p / kWh
