Yes, he didn't say he bypassed a safety measure just bypassed the issue, whether by passing the issue means he had to also bypass a safety measure too I dont know. Ive tried to contact him for a break down on what he did but not had any success.

Got hold of the electrician and he said it was the rcd he bypassed and theres a wiring issue but the breakers are still on....0

When you say a dangerous cowboy contractor, do you mean the person who installed the electrics, not the guy who came out on New Years Day?
Well it was the letting agents own electrician who installed all the electrics in this flat when the emergency guy who I got out on New years day said the wiring was all over the place and the best he could do was to bypass the rcd and leave the breakers on....and I will have to get the wiring fault fixed as soon as possible, where-ever the wiring fault maybe as he couldn't find and said it would take a while to find it as he tested all the sockets and appliances and no fault was found there.
DO you think its safe for the time being?
If the emergency electrician hadnt done this on New Years day I would still be without heating, hotwater, electric etc...amazing how low the house temperature can get with no heating, got down to 13cel. But it was -1 outside.
The letting agents said they will get the same guy out who installed the electrics to fix the issue. But honestly Im worried about that and dont know when it will happen.0 -

Have you spoken to the letting agent about this specific issue? (not previous/other issues)
You should get on to them ASAP, especially as you have no heating or hot water.
Get invoices for the electricians you have paid and pass them over in writing to the letting agent.0 -
You need the installation repairing NOW as it is potentially (sorry!) unsafe. The fact that the RCD kept tripping clearly indicates that there is a fault somewhere. The RCD is a protective device but is currently (I know!) useless. Your letting agent and therefore the property owner (landlord) has a legal duty to ensure the property is safe.0

I'd be worried about getting too much heating... in the form of a fire. And also wondering if your insurance is invalidated as a result of disabling the RCD.For every complex problem there is an answer that is clear, simple and wrong.0 -
UPDATE
Well the last electrician who came out as I mentioned said he had isolated the faulty circuit and it shouldnt trip anymore but he said he left the RCD on though so it was safe...
Anyhow its started to trip again!!! I dont know why as its the main breaker thats tripping and none of the location smaller breakers are tripping? Maybe its like he said the its either a faulty RCD box or a fault in a wire somewhere or both. So tonight I kept having to flip it back up all the time!!! 10 times, would only stay on for 2 mins. So then I unplugged everything and only plugged in the fridge and the boiler and guess what, the electric stayed on!!! SO I have left unplugged the computer, washing machine, TV, lamp as they were the only other things that were using electric other than the lights. And since I have kept all those things unplugged other than the boiler and fridge the electric hasnt tripped. Do you think one of the appliances I have no unplugged is causing the electric to trip? and if so why was it tripping when nothing was being just plugged in or turned back on??? Could it still be for instance a faulty washing machine or socket thats causing it to trip even though none of those things are just being plugged in or turned on and its only the main breaker none of the smaller area breakers are flipping?
Also how can I find a reputable 24 hour electrician? I have looked at these websites but theres no way of stipulating a 24 electrication?

Sounds like you've taken a step forward there in identifying the problem. It does sound like the problem could be a faulty appliance/device.
Since the problem seems to be one of only 3 devices you could try plugging them back in one at a time to see which one causes the fault to happen. My money is on the washing machine though - perhaps it has an internal water leak.0
