When a tenant has been issued a S21, and clearly has no options, the council insisting on court action and bailiffs does little but keep overloaded courts overloaded and increase costs to tenants or LL's (tenant should pay court costs, in my case it was £390 - not easy to pay).

    So he decides to 'behave badly'. As said there is no need to pass the buck and always blame someone else.

    Maybe because fewer people take responsibility for themselves. The moment they get an S21, they consider that the council should be looking after them. If it was easy, what would be the incentive to put money aside for all the fees that comes with moving out, moving out cost, deposit? Even those who can afford to do so wouldn't bother.

    Councils are overwhelmed enough dealing with those who are truly in no position to help themselves, let alone those who take advantage.
