So we are now suggesting - seal or not - that the OP removes the 100 amp fuse which is the property of the relevant DNO. DNO regulations make it clear that this should only be removed by an approved person. If the OP has allowed this situation to run for 16 years, then they are unlikely to have the ability or knowledge to investigate this problem for themselves. As I said many posts ago, well intentioned suggestions are only adding to the OP's confusion. This situation needs proper investigation by someone who knows what they are doing.

How about some basics? OP needs to post their annual usage in kWh for each fuel, as quoting £££'s tell us nothing useful at all. We have no idea how much of your billing is debt recovery, and how much is ongoing usage.
OP, what stands out for me is that you say that you have had high bills for 16 years, but then you still have no idea what tariff you are on?! If you are on the default tariff, then this will be standard variable-the most expensive.
I would emphasise the advice given above-if the meter spins 'like a top' with virtually everything switched off, then get an electrician in to test the system without delay.
Finally, if you can use more gas for heat and hot water, then do so-it's about a third of the cost of electricity. If you have gas CH and DHW, then your billing should be much higher for gas than £20pm. You cannot heat and hot water such a property for £240pa! Which leads me to think you are mistakenly using electric heating as a substitute.

But who is this magical person who knows what they are doing ?

In the “good old days” I worked for one of the Electricity Boards – whether the issue was with the incoming supply, its cables, meters, billings – it was all our responsibility. If I didn’t know how to sort the problem there would be someone in the office who could.

Then came privatisation – out went Energy Advisers, our own meter readers and installers to be replaced by a hotpoch of profit makers who can only talk to one another through systems – all of which say were OK its someone elses problem.

For OP Western Power will say its not them, E.on say its not them and both are probably correct. So who can advise the customer ? This forum ? (and is advised to remove the main fuse !)

As mentioned earlier. Switch everything off in the house, and see if the meter is still spinning. If it is, then one by one remove each fuse (NOT the 100 amp one) and see if any of those make a difference. Its not definitive, but its a good start in the right direction.

Go do it now op, will only take 2-3 mins.

Hiya angel1mole1970 and welcome to the forums.

I'm sorry, I know I'm late to the thread on this :o

I have to say the other posters have posted some really good advice so thank you all very much.

The first thing I would agree with, is getting some advice from an electrician. If the meter is spinning round fast when everything (except the fridge) is completely unplugged then something doesn't look right.

I say this because, if the meter reads are correct and the tariff is correct for your meter type then the supplier is billing for the energy that is being used.

This leads me to the next thing, speak to us, ask what tariff you're on, is this the best one for you? See if there is a better one. Have a look at the warm home discount and other things we may be able to offer. (I'm sorry I can't post links etc on here) but it's something we'll be more than happy to discuss with you.

Does the meter serial numbers match what we have, again we can help you with this.

Or register for an online account, there're loads of information and your bills on there that you can see. You can also make changes to your own payments, tariff etc.

We can help you with all of the account information that you need, so don't worry about that. I do still think an electrician in this case may be best.

Please let me know if I can help you further.

    Thank you

I would speak to Western power. It is not there issue as has been said d, but there customer service is exemplary and they will at least be able to offer the OP a way forward or some decent advice.
They would also be able to pull their main fuse. Although I'm not sure what that is going to prove if you are in an end of terrace unless all the meters for the terrace are together, I would expect that not to be the case and that each property has a meter internally or in a meter box on that property.

Is it just me that's disappointed not to have any response from AliceMole ?

Have we confused OP with two many questions / suggestions ?

Has OP found something out that is embarrassing him/her ?

Or have we be "trolled" ?

Who knows? Op hasn't logged in since 30/12, so may never come back. However, if the issue has been going on for 16 years, I don't suppose it's as urgent as we were led to believe...
