Drayton thermostat - advice please?

I have moved about a week ago to a flat which seem to have this installed:

I have found instructions:

but the other part (the square one on the first link which in here is inside the cupboard with the boiler) is not even mentioned.
All I want is to set my thermostat on 21 degrees permanently but is has got a "set back" set to 15 and for the life of me I can not change it - despite following the instructions as linked above.
I just want a steady 21 degrees 24/7.
So I set the turning bit thingy (yeah, very technical as you can see) to 21 but it is struggling to get to over 19 and that set back is still on 15.
Any advise please?
So I have 2 bits of the thermostat plus a boiler of course - the boiler is https://www.vaillant.co.uk/downloads/ecotec-plus-user-manual-261421.pdf

As you cannot get above 19C
What water temperature for the Central Heating(not domestic hot water -DHW) have you got set on the boiler?
I assume your TRVs are set to maximum?

Thanks, I adjusted the water temperature on the boiler and the thermostat crawled to 21 as I wanted it.
But that "set" on the thermostat that refuses to go up when adjusted just bugs me, will maybe give them a call.
What is TRV's?
