How to allow changes to driver settings?

Well, I've decided to give up on this. I had downloaded the Driver files to a separate location and made changes to a file in that. Then I totally removed the audio drivers from my machine and pointed to the modified file location when I reinstalled. Somehow it seems to have ignored my changed file - everything is back the way it was.
Ho hum. Too much bother now.
Is there any other way, say by buying a separate usb sound card, that I might be able to 'record what I hear'? It's what I used to be able to do on my XP machine. Seems Microsoft have scuppered that now.
I read a post somewhere (about recording what you hear) where someone with an external USB sound card could 'record what they wanted now'. I've had a look and they all seem to be designed to allow connection of external equipment to record from. But would they allow recording of the sounds coming from a web site too?
Update: I've just searched and come across something called Stereomixplus, a virtual sound card that would do what I want. Anyone come across that?0 -

The kind of things I do...
copy the file to new location, like C:\, and modify it.
use a dos command to copy it back, and I would usually start/reboot and use F8 to enter into safe mode.

already have the source and destination written down (and a backup of the original on usb stick)

Thanks for the reply. I'll have a look at what you've suggested but TBH I'm exhausted trying to sort this out and for the small amount of what I want to do, it's simply not worth the candle.
I'll poke around for a bit more but I'll probably then give up.

Just though I'd say that this has been sorted.
I use a product called Reaper, a Digital Audio Workstation (DAW) and found that the latest version has a WASAPI Loopback feature but it would cost me $60 to upgrade my current version to get that. So I posted a question on the Reaper forum and was directed to the Audacity DAW. To my surprise, it has a similar Loopback feature that allows me to record from the internet without mucking about with the sound driver settings.
So I'm all set. I'll use Audacity for the occasional recording from the internet and I'll use Reaper for all other purposes. I'll make a donation to Audacity too.

I've downloaded Audacity and to my surprise, it has a option built-in. I thought it would need me to set AudeoMix on my sound driver, something I've not been able to do.0
