Our council has map where you can search for TPOs- you'd need to check your council, and yes, if they have TPOs, you need permission for any work on them0

As others have said, it doesn't look too bad and I wouldn't do anything too drastic as it is a nice garden. Replace the fences, take out a few shrubs. Definitely leave the trees and replace the rockery/shrubby bit next to the patio with lawn.0
