All you need to do is:
Register for free to express your interest.
You can register any time from 6 December up to and including 13 February 2017.
Energy suppliers are then invited to take part in the auction to bid against each other to offer the best deal. This takes place on 14 February.
The winning supplier will be the one making the lowest offer. We are not affiliated to any supplier. You will receive an email from 24 February onwards with an offer, based on the usage information you have submitted. You are under no obligation unless you decide to switch.
If you decide to accept the offer you need to let us know before 28 March 2017.

Rather confusingly, it just says it's an oil buying club, in the title.Community Energy Switch uses group buying power to secure exclusive cheap energy tariffs with suppliers. We’re here to make the switching process as quick and simple as possible.Fred - Where's your get up and go?

I've received notification from the Peoples Power Collective :-Our next collective tariff will be available in mid February
They give you £10 cashback per fuel switched.
It's a not-for-profit Community Interest Company dedicated to helping people save on their energy bills

Result from the Peoples Power Collective and some very sound advice:-

There is no easy way to give bad news.
We conduct our collective switches in a partnership with other organisations. In a background of rising energy prices no supplier would beat the best available tariffs on the market.
For this reason we have decided that we would rather not show the tariffs on our switching calculator as they come at the very top of the page and we thought that some people may be confused into switching to a more expensive tariff than necessary. The main winner, from EDF energy is about £38 more expensive than the best available tariffs you can switch to online via the switching service. As the collective tariffs are shown at the top of the page, this may mislead people so have chosen not to make these tariffs available.
PFP energy has a cheaper tariff than the winner and has also done extremely well in independent reviews of companies (rated 2nd by Which? in 2017 review of best and worst energy suppliers). Another small company with cheap tariffs, isupplyenergy also scores well according to which (but not by our switching partner energyhelpline)
In our opinion a collective tariff should be cheaper than other tariffs or offer something like exceptional customer service.
Please contact us if you would like one of these tariffs and we will explain how it can be made available to you.
Can I trust small energy suppliers?
Almost all the cheapest energy deals are offered by small suppliers.
PFP energy and isupplyenergy offer good tariffs and have done well on independent reviews like Which? (both are better than any of the Big 6 suppliers).
There are some very cheap tariffs from new suppliers Iresa and Economy Energy. At the moment both these companies appear to have some inconsistent feedback from reviewers , including some very bad reviews See Iresa reviews on Facebook and Economy Energy reviews on Trustpilot. We cannot recommend these companies at this time – even though they have the cheapest tariffs.
Any supplier you switch to via our switching engine has full customer support – and with our cashback this makes our offers very competitive.Fred - Where's your get up and go?
