Funny how these things always go in favour of the company; never the customer!
Sounds like the customer never told the company that he sold the car, nor his new address.

I also wonder why they took the money when your friend no longer has the car, let alone the policy!

The OP hasn't said that his friend told the company that he sold the car.

And the issue maybe, they shouldn't really talk to you about his policy.

    Data protection?

That could be a problem. When an unexplained debit appeared on our credit card some time ago, we traced it to a car insurance company in Northern Ireland. At this point, we didn't know if it was card fraud or a simple error - so we rang the insurers to to advise them that our credit card company was going to re-call the payment. They refused to talk to us or even take any details without the authority of their client.

Actually, you will be surprised how many mistakes go in favour of the consumer. Its just that no-one complains about them when they do. They tend to keep quiet about it.
I hope you get the money back. I also wonder why they took the money when your friend no longer has the car, let alone the policy!

He clearly does have the policy which is why they took payment. This means he did not cancel the policy or tell them he didnt have the car.

The first mistake was the op agreeing to a CPA on a policy that was not his own. The second mistake was the friend not informing the insurer that the policy was no longer required. The third mistake was the friend ignoring all communications. The 4th mistake was the OP not checking his bank statements. There has been no mistake by the insurer.

  • Update:

    1. Called my bank to cancel cpa, make sure no more payments in the future.
    2. Called the insurance company, cancel this year's policy, fully refund, will credit my account within 10 working days.
    3. For last year's premium, the company can refund if my friend can provide evidence that he is no longer the keeper. The problem is that the the date on the v5c is around 4 weeks after the expire of the insurance. So I am not sure how much I can get back or maybe none at all.

I didn't realize that a single act of card transaction would also mean I became the guarantor of the whole policy. I have to say I was to naive to trust people blindly and some simple actions could cause so many problems.

You phoned an insurance company and cancelled someone elses policy?

A £700 payment came off your card a year ago and you didn't notice it until now? I have some magic beans for sale, and I think you would be very interested in them.
