Width of passage for access to house

I've had a look through some building regulations but this is all a bit new to me so hope someone with experience can advise me where exactly to look.
What's the minimum width that an approach to a house can be (not continuous but just one narrow section)?
The house itself is already up about 12 steps from road level so wheelchair access isn't relevant.
(This is in England)

It's a plan - more of an idea at this stage. I have a side passage whose entrance is pretty narrow - 800mm but that's only at one "pinch point".

Who decides material change?
If the pinch point already exists and the work does not affect that area then the current BR would not affect it ( my thoughts only,)0
