UKPC PCN "no commercial vehicles"

Hi,
A friend has had a PCN from UKPC for parking in a retail car park with his van whilst shopping on his lunch break - apparently "no commercial vehicles". Naturally he didn't see this exception (no doubt footnoted somewhere in the carpark, behind a locked door that says "beware of the leopard"...), and naturally, UKPC rejected the appeal I helped him write.
I now see that UKPC say if the POPLA appeal fails, it'll be £80 instead of £40. Is it worth appealing? I've looked through the threads here and can't find anything really confidence-inspiringly relevant to this issue. Should I just advise him to pay it and let it go? (It's a point of principle more than the money...)

UKPC often fold when they see a long forum POPLA appeal based on the templates in post #3 of the NEWBIES thread. If the friend appealed as the keeper of the van, after a windscreen PCN, did any NTK arrive?
A lack of NTK served within 56 days is a winning POPLA appeal point for a keeper, if not rushed.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
